So tell us something we don't know, Andrew. The three men in a room system is horribly flawed and broken, but it also has a stranglehold over our state government.

"I think the governor's move the last couple of weeks is actually making sense. It's not the way it should work in political science...but it's effective," Cuomo said.

"He's bringing the people of the state into the process into a way that they will understand who did what to whom," he said. "When they talk about three men in a room, [what they are saying is], we are trying to get the budget done in Albany without going through the people."

"Gov. Paterson, I think has come across a tactic that in some ways puts that process on steroids...People are watching, people are paying attention and the Legislature is accountable."
